Which one suits you, and why.
Which one suits you depends on what the voice is for, so here they are by need.
If you want a big library of voices and languages
ElevenLabs has a library of 10,000+ voices and speaks 70+ languages, with voice cloning and voice design alongside its text to speech. It runs on the web and has an app on the UK App Store. The Free plan gives you 10,000 credits a month, roughly 10 minutes of speech, at 1 credit per character.
The cost is the licence. The Free plan has no commercial licence; the Starter plan at $6 a month adds one, along with instant voice cloning. Prices exclude taxes, and the first month was $1 until 18 October when we checked. Every tool shares that one monthly credit pool, so speech is not the only thing drawing on it.
If you want it free for a video
CapCut says its AI text to voice generator is free online. It sits inside CapCut's video editor and offers accents, languages, and speed and pitch controls, which suits a voiceover for a short video you are already editing there.
There's a catch with all of this, though: a voice generator makes speech from text you've written, and sometimes you only want the reverse, something to read words out to you. If that's the job, you may already own the tool. Apple says the iPhone can speak the whole screen or selected text once it's switched on in Settings, and the page on an app that reads text covers that and the other options, so you can see which suits you.
What you give up is independence and certainty. The tool is built around CapCut's own editor, and while the page says you can use generated voices without copyright strikes, it does not set out licence terms for them. If you need to know exactly where you stand on rights, that page will not tell you. CapCut's page lists Windows, macOS, Android, iOS and the web.
If you make training or presentation voiceovers
Murf is an AI voiceover studio aimed at e-learning, ads and presentations. It offers 200+ voices in 35+ languages, with pitch, speed and pronunciation controls, a pronunciation library, and integrations with Canva, Google Slides and PowerPoint. It runs in a web browser.
The trade is the free plan. Murf's FAQ describes it as limited, with about 10 minutes of voice generation, no commercial licence, and voices that can only be downloaded on paid plans. We could not confirm Murf's paid prices, because its pricing page did not load without JavaScript, so check those yourself.
If you want commercial rights on every paid plan
WellSaid's Starter plan includes full commercial rights, at $10 a month billed annually for 240 download minutes a year, or $19 a month billed monthly with 20 download minutes a month. Every paid plan carries full commercial rights, and it works in a web browser with curated voice actors and tone, pitch and emotion controls.
You give up breadth. The individual plans include English voices only, and the free trial, with 3 download minutes a month and no credit card, has no commercial rights. It fits English business voiceovers and not much else.
If you want a narrated promo for your business
Launch Video Maker, which is ours, turns a business website into a short launch video with music, and adds a voiceover for £5 to a Short or Reel. The Short is £9 a video, the voiceover is included in the £49 Bundle, there are six British and American voices, and the script only uses facts you approved.
The catch with our own tool is that it makes launch videos, not standalone voiceovers. You cannot type any script and download the audio, and there is no free tier.
When paying is worth it
Pay once you need to publish commercially. ElevenLabs adds a commercial licence at $6 a month, and WellSaid includes full commercial rights from $10 a month billed annually. Murf's free plan excludes a commercial licence too. Until then, the free plans and trials are enough to hear the voices and decide which you prefer.
What to watch for
The catches worth knowing first.
ElevenLabs' credits are shared across every tool, so voice changing or sound effects use the same pool as speech. If you use those features, your speech allowance shrinks with them.
WellSaid counts minutes of finished audio you download, though generation is unlimited on paid plans. You can try lines as often as you like there, but each export counts against the allowance.
With Launch Video Maker, our own tool, the voiceover comes with a video: you get the reel twice, once with the voice and once without.

What we read, and what we haven't tested yet.
On 2026-10-02 we read ElevenLabs' text to speech and pricing pages, Murf's homepage FAQ, WellSaid's pricing page, CapCut's AI voice generator page and the homepage of Launch Video Maker, our own tool. Murf's pricing page needs JavaScript and did not load, so its paid prices are not stated. Nothing was tested hands-on.
